Oh, I don't think that's the case. Apple wants to sell computers for education. But they want them to be Macs. Apple tried, for the better part of the '80s to get rid of the Apple II. They've probably spent hundreds of millions in the attempt (i.e. in designing the Apple ///, the various incarnations of the Mac, plus marketing).
