Brad Wherry had the right answer (SET BOOT XQA0) but.. There are two major revisions of the console ROMs on KA650 processors. The early ones used the same sort of 'sniffer' boot as the MicroVAX II.. which, it appears, is what you have. The newer ROMs have a bunch of new commands, including the ability to set the boot device.
