I personally use BLANKIT.  It is PD and has a number of options.  Time limit
is user definable and it will blank the screen, scroll the screen, place
random dots or whatever.  It's also quite small.  Lastly, you required it to
work in any program;  this one does in everything I've used.  I found mine on
several local boards so it should be available elsewhere I'm sure.
