Gifconverter (shareware) can do this operation.
Adobe Photoshop (comercial) will perform the same conversion, and a bunch of
other stuff.  Photoshop's TIFF reader is more complete than Gifconverter, it
handles more of the encoding schemes, Intel byte ordering, etc, and so will
be able to perform this conversion on more files.
