I interpreted the docs slightly differently.  I believe that they said that
Hypercard 2.0 will requires system 6.0.7, not the other way around.

Yes.  I had pre 2.0 on my 6.0.7 system until about 1 week ago.

Hypercard 2.0 is NOT free.
