It can't be done.  (This is the official line from my Novell Authorized Training
Center.)

The maximum number of open files on the file server in NetWare version 2.x
is 1,000.  With a maximum of 100 users, this is a total of 10 files per user.

NetWare 386 has a maximum of 100,000 open files on the file server and a user
limit of 250.  This gives 400 files to each user.
