Remember that it permeates the entire body wherever the blood and other fluids go. If you could keep the blood from circulating to the tissues you "immunize" then you'd be better off with your proposal, but then again, how long can those tissues go without refreshed oxygen before shock (inadequate cell perfusion) or gangrene decided to set in? You might "inactivate" the penis, but what about the fluids ejaculated? It's nice to be creative, but you are localizing the scope of the virus...
