Small sites like uunet perhaps??? Fortunately that is exactly the case there. They will send your choice of From: uunet!domain!user or user@domain. And they leave the To: lines pretty much the way the sender wrote them. Unfortunately it seems that not everyone knows how to rewrite the uucp From_ line independently from the From: header line.
