Prompting for Cc: at the end is for UCB mail backwards-compatibility and
is not likely to be "officially" changed.  The idea is that if you know
you want to send the message to fred@bedrock.com, you put him on the To:
line, and the Cc: at the end is for people you don't think of until the
last minute.

Try setting edit_hdrs and autoedit.  You'll be dropped into an editor with
the Cc: line blank, right there at the top with To: and Subject:.
