Try: anonymous ftp to monu1.cc.monash.edu.au, directory pub,
file dvips54.zip.  The file dvipslib.zip is also needed if you wish to
use postscript fonts.

But if you have TurboC 2.0 or TurboC++ 1.0 (or MicroSoft C after some
small changes to the pc/makefile.tc) you can easily compile it
yourself because there is a makefile.tc in the directory dvips/pc!
And this has the benefit of having the sources in case all else fails!
