I do not know which language you are planning to use, but there are foreign
keyboard drivers for most nations and all that one must do is fiddle with the
internation section of the control panel.  I do not know how well this workds
with windows, but i do know that the drivers supplied with msdos worked well
enough for my texteditor during my german class last year.
