I ran into the opposite situation ... worked fine under Win3, but failed miserably under DOS ... some of the symptoms were very similar. My suspicion, based on a (finally) successful 123v3.1/win3 installation on a secretaries machine, is that your machine is having trouble with the DOS16M memory manager. In our case, we had to (in the autoexec.bat) use the command "set dos16m=9" *AND* reduce from turbo (10MHz) to snail (6MHz) mode. That combination allowed it to function correctly in both cases.
