The best X based development tools I have seen is the Brown University "field". field includes an integrated toolset including debuggers, editors, graphical data viewer, flowview analyzer, make interface, cross-reference utility and for C++, a class browers. All of the utilities are dynamically linked on a message bus and respond to each other's actions.
