Karl Fox ported that to a SPARC under SunOS 4.0.3, then worked with Dave Alden to fix a few STREAMS bugs and some other problems you describe under SunOS 4.1. We run the results daily over Telebits and generic V.32 and 2400bps modems, between SPARCs running 4.0.3c and 4.1, with reasonable satisfaction. Get omnigate.clarkson.edu:pub/sun/ppp.tar.Z for starters. I have placed a copy of Karl's stuff in tut.cis.ohio-state.edu:pub/ppp/*. That shar file contains not only the SPARC and SunOS4.1 patches, but also some READMEs and a few scripts that we have found convenient for managing a few intermittent connections.
