Well, you don't say what kind of system you are using, but on some systems (especially when using diskless workstations) you can only do locking by creating a lock file. On those systems, you either have to make the lock directory mode 01777 (that is, 777 with the sticky bit on, which again depends on the system type) or disable locking in inc.
