There has to be a trickle-down effect. UUNET will do what you tell them to do, but they will not offer you the choice unless *you* bring it up. Given their prominent position, if they were to distribute information or otherwise aid in educating their customers in what really happens to their mail once it goes out into the world, they might be able to make a real difference.
