I quote from John Quarterman's THE MATRIX (Digital Press, 1990):

"Apparently there are internal networks in South Africa, but external
connections are few. ... Connection requests in 1987 and 1988 from South
African universities were turned down by EARN, by BITNET, by EUUG on
behalf of EUnet, by USENIX on behalf of UUNET, and by CSNET.  The
PDN SAPONET connects to the rest of the world...and there are apparently
FidoNet nodes in that country."

So you might try FidoNet, unless someone has more recent information.
