We have our net setup for manually entering the net numbers, but I tried "server" mode as well, to no avail. I also checked a few more things. I booted with no INITs loaded (except MacTCP) and that didn't help. I tried selecting LocalTalk interface instead of EthernetTCP in the MacTCP CDEV.
