The main task of an ADMD is to be an agent, whose names can be
put into electronic mail addresses, and who can be easily reached
from all over the world, thus making it easier to write mail
to recipients who have en ADMD name in their e-mail address.

Thus, the academic nets should only become ADMD-s if they are
able and willing to make themselves easily reachable by e-mail
senders all over the world. If they are not able and willing
to do this, they should instead register as a PRMD under another
ADMD which is better able and willing to be reachable from everywhere.
