Ground the PALs, Dave.  I think it's the '89 August issue of Amazing that
explains how (but I'm going by memory).  However, there is an error in the
diagram (the text is correct) which was corrected a couple of issues later.
This solved the problem on my system.

Good luck.  By the way, if you're not familiar with soldering chips, DON'T
do it yourself.  Get help.
