I believe it is from PC mag. It is a screen oriented file editor, is less than 4K and displays all (about 8) of the available functions across the bottom of the screen. Thus, it is about 99% functional with no instructions at all. I know that ftp seems to be a favorite method of aquiring files (and rightfully so for Unix stuff) but if you do a lot of work with PCs, you really should try to find yourself a good local BBS.
