 I get to followup myself! If I turn off the 68030's instruction cache, all is
 well! Go figure! I had heard that formatting disks might be a problem on
 68030 *upgraded* machines, but I didn't think the IIci would suffer from it.
 Besides, I have problems with general floppy access on the external, not just
 during format.
