He probably didn't need it then since Wipeout took away his powers for a while
there. Of course it could just be a bad continuity error (like those have never
happened before). Without the belt, his power goes out of control and he 
starts generating mountains of ice at near absolute zero temperatures.
He would be extremely powerful if he could control this.

As for Shadowcat and Nightcrawler, they were severely injured in the Massacre
(X-Men 210-213) and have been recovering ever since.
