There are various things that can be done to reduce vulnerability and
prepare for trouble, such as shifting loads and starting backup generators
to minimize reliance on long transmission lines (where trouble tends to
strike).  But there are enough extra costs involved that such things are
not done without fairly strong assurance that trouble is imminent.
