However, I'm still paying it. Does anyone know if this proposal is still "in the mill" or was abandoned? If telco charges are supposed to be based on what it actually costs them to provide service, then it seems to me that they should offer tone-only service, and it should be cheaper than normal service (which supports both pulse and tone dialing) because the CO equipment can be simpler. Right?
