While PacBell is permitted to give them calling information for billing purposes, these companies, like PacBell, are not permitted to use the information for purposes other than their own internal business -- billing, communications with customers, etc. If one of them violates the Telephone Privacy Act, the PUC and the courts are empowered to act.
