I have a reference manual called "Microsoft Excel: Technical Refererence"
that contains the description of the BIFF file format used by 
Microsoft Excel.  I got this a couple of years ago at an Excel Developers
Seminar sponsored by Microsoft.  I don't know how to get a copy through
"normal" channels, but the Document number is 050560041-210-R00-1188
if that helps.  I would try calling the Microsoft Information Center
(1-800-426-9400) and see what they know.
