The general answer to the first question would be "Yes." But all modern HDs are autoparking, meaning they move the heads all the way in towards the central area of the platter during powerdown; this is especially true for all SCSI or ESDI drives I've seen (but there's always the possibility of an exception). But autoparking is so easy to implement using back-EMF from the rotating platter that it's hard to believe any drive manufactured today doesn't do it as part of the spindle-braking routine. Some 3rd party controller/driver mfrs supply a "park" utility, but because embedded-SCSI drives all seem to autopark there isn't much of a need for an explicit utility.
