HELP!!!

I'm a relatively new to programming on a PC, and I'm doing some
file conversion stuff at work.  Can somebody explain the dif-
ferences between ANSI, ASCII, and OEM (if there are differences)?

I also need to know about the significance of those dif-
ferences as it pertains to foreign characters, such as the
Spanish "enyeh" ('n' with a tilda over it), etc.
