I had this *exact* problem, and I needed to add the following line in
my config.sys file:

DRIVPARM=/d:0 /f:2

This was for my 3.5 as my 'a' drive.

I'm not positive, but I think it would be DRIVPARM=/d:1 /f:2 
if your 3.5 is your 'b' drive.
