 find that I need some way to cause Latex running under tex3.0 to
either force line breakes and make the line less than perfect in terms
of interword spacing or make the interword spacing slightly smaller to
get rid of overfull hboxes, typically of the order of 12--20 pts.
There are also many smaller overfull hboxes of the order of 5--12pts
that make the document look ugly.

I seem to remember that tex 3.0 has some extra fudge factor that may
help here, but I can not remember what it is called or how it is
applied.

Can someone help here?
