"Table" implements the guts of a spreadsheet, and "spreadsheet" is one possible interface-to/editor-on the table. Generates troff (actually tbl) for output. Has a nice API. A storage format is defined, but only for files (though it's not clear what you mean by a database; does a directory qualify?).
