First accumulate all PUBLIC mention of his scholarship. Collect the publicity about the rules and scholarship from the media that attracted your brother to it. All pertinant rules should be in those rules. If not, and then they imposed a "separate discretion", you have an actionable offense here. The Department of Charities in the Maryland area would be able through their Department of State what is called an "administrative malfeasance" and your State Attorney General could also call it a "charity fraud and mis- representation". They treated you with impunity for some "unwritten rule". They also retaliated against your relative during what is called a "major life event of significance" in requiring he meet a "mentor". He was on his honeymoon and it was pretty clear. He also planned his wedding around the "major life event of significance" as part of his plans of celebration. He was bringing his bride! (for gosh sakes!) in a pride for acheiving the scholarship. If none of the materials for receiving the scholarship statd a "separate criterion of behavior" (such as coming to a meeting before the convention) he has an action. Remember NFB solicites money through the US mails and through various ways. They mention the scholar- ships everywehre in their solicitations. They may well have even in a solicitation for funds mentioned your relative. This acrues a "sympathy factor" to those who want to donate funds. If there was ANY publicity at all COLLECT IT and keep a file of it. That includes the Moniter and all other places the scholarship and its affilates advertise. (such as local papers and publicity of the federation and in local media.) In all, they have been misrepresenting publicly how they disperse the funds for scholarships if it came through the "Brotherhood" rather than the Federation. You have a clear case of charity fraud here. Both locally to your state and Federally through US Department of Internal Revenue 501 c 3 status. They viol- ated the method of honest solicitation. Where did his scholarship go? *NFB* gives scholarships. NEVER have I heard of the Brotherhood doing so. All bad faith and illegal misrepresentation of their non-for profit status.
