I have a fourth-hand copy of the paper

  Samir Shah and Francesco Palmieri
  "MEKA - A Fast, Local Algorithm for Training Feedforward Neural Networks"

Unfortunately, there is no indication if/where it was published.  The
paper references papers from the IJCNN-90 in Washington last January, so
I assume it appeared sometime after that.

Any help completing the citation would be greatly appreciated.  Email is
probably best.  I'll forward information to interested parties.
