(2) The difficulty of doing IA and corresponding optimizations? (2) IA's implication on data-flow data structures, and other data structures? (3) Is IA incorporated by many/most compilers for both Imperative and LISP-like languages? I would guess IA is a necessity for LISP-like language compilers, and optional for Imperative ones.
