I'm no VAX expert, but this works for me:

Define a couple of symbols, one to run the program and one for it to
find the emacs library.  For example:

  ME == "$DISK$CEFIS:[737EFIS.UTIL]ME.EXE"

  MICROEMACS$LIB == "$DISK$CEFIS:[737EFIS.UTIL]"

Set the mail editor to SYS$LOGIN:MEMAIL.COM.

Contents of SYS$LOGIN:MEMAIL.COM:
$ if "''P1'" .NES. "_NL:" then if "''P1'" .NES. "" then copy 'P1' 'P2'
$ define/user sys$input sys$output
$ me 'P2'
$ exit
