Took me a while on that one, too...

Get it. In passive-mode, of course, then get all the people. Wait. A single 
Captain should arrive from the southwest. Kill him. Then go to the south, 
the first other troops will arrive there. Kill 'em, too, and wait for the 
others to come... That way you should be able to get rid of 'em ...
