Fortunately, this is no longer true.  HP recently introduced a new ink
that almost totally eliminates the water solubility problem.  From
what I understand, it's not totally resistant to water immediately
after printing, but dries quickly and has little or no smearing
problem.  Contact your local HP dealer for the official word...
