I am having trouble connecting a PC/AT compatible and my new Tandy 1400.
I use its built-in RS-232 port for the connection, and neither machine
seems to receive any information from each other. I have built the
cable about six times, with different combinations each time. Also,
the ports work, since serial mouses verify that.

Is there something different about Tandy's port that I should know about?
