You must get the Phaser from Spaz Twit, the ancestor of Lord Haart.
The exact whereabouts of this guy is detailed in a message you obviously
haven't found yet.

The Loincloth unfortunately is never located by any message that I
know of--you have to search around to find it.  To help you narrow
the search, I'll just say to try the desert regions.
