Well, after a bit of further research I discovered that the fonts which
come with FrameMaker all have *.f3b files in addition to the *.afm files.
They are referenced in the Folio section of the fontdir/fontlist file.

The section in the Reference Manaul about TypeScaler talks about them.

My next question, then, is: What the heck is TypeScaler? Maybe I've been
living under a rock, but I'm not familiar with it.  I sure would like to
make *.f3b files for our other fonts.
