Many possibilities: 'normaly' you get it with the tex distribution. Anywhere
in the directory babel.
You can ftp anonymous it from athene.uni-paderborn.de in our directory
/local/share/tex-3.0/macros
There you can find ghyphen (german) and fhyphen (french).
