I know of one style which tries to do this.  It's available from the
LaTeX style collection at sun.soe.clarkson.edu (and probably
ymir.claremont.edu and a number of other sites as well).  Here's part
of the file:

% chapterbib.sty        Version 1.0 (23-NOV-1988)

% Allow multiple bibliographies in a LaTeX document, including items
