One thing you can do to help this problem is to increase the
number of handles specified in the HIMEM.SYS line in your
CONFIG.SYS (I think the switch is /NUMHANDLES=xxx).  I had the
same problem and discovered this by trial and error.

Also, some more knowledgeable person gave a detailed discussion
of what "system resources" are about a month ago (on this newsgroup,
I think).
