Our health care system is not an insurance plan, and cannot be
compared to insurance that charge premiums according to the risk
involved.  If we use a surcharge for those who are smokers or any
other high health risk individual, then the system would not be
fair.

Rare are the individual that never use the health care system, and
as each one of us get older, we use the health care system more
often.
