Walter, as long as the Doc signs the waver form, any person with any 
kind of disability won't have to take the 13/20 WPM test.  Get the Doc 
to sign the form that says because of your heart condition the CW test 
would be too stressful and BINGO, you're out of taking it.  I think the 
FCC has opened up a can of worms that won't ever be under control once 
the lid is fully off.
