Forgive me if this has been discussed recently, I have only just
learned that this group exists ...

Version 1.5.10 of the server apparently requires "read" permission
before the NEWNEWS command can be used.  This would appear to make
"xfer" permission pretty useless.  The CHANGES file doesn't seem to
mention this change.  What's the scoop?
