Assuming Top Secret provides this support, that is definitely the way to go from the start, from your highest level up. We also use the Focus DB2 Interface, and all I can say is that it's quite anti-climactic from my standpoint (systems programmer) in that you simply bind a dynamic SQL plan and never touch the thing again. The real issues are the same as with QMF: what the users do with the thing afterwards, and I don't know that Focus has a governor to limit the work done in QMF. As far as chargeback, we run with Accounting Trace 1 on, and charge via a MICS component for the cpu as cut on the 100 & 101 SMF records. DASD is the standard stuff- the high level in the storage group VCAT is used to charge back. DASD people hate DB2 because they always complain that it doesn't fit any of the SMS schemes- the only qualifier that can be changed is the first level. But that's adequate for billing. Phil Z.
