A recent posting announced a set of X11 BDF tools that included a
program called bdftops that makes PostScript bitmap fonts out of BDF
fonts.  This should not be confused with the bdftops utility that
comes with Ghostscript, which makes non-hinted Adobe Type 1
(PostScript OUTLINE) fonts out of BDF fonts by reverse
scan-conversion.
