Rule number 1:
    Never let your thesis depend on something you can't control.   ;-)

Try calling Leslie at (215) 431-9180 and see what you can arrange.
You will probably have to express mail certified funds, greatly adding
to the cost of the package.

I assume that you want the 1.3 Native Developers Update and not the
2.0 version.  The 2.0 version is not ready yet.
